Overview

Lead the delivery of high-impact public infrastructure projects across the Houston region. As a Civil Construction Manager, you’ll oversee construction from start to finish, partnering with public agencies, contractors, consultants, utilities, and communities to deliver safe, high-quality projects on time and within budget. This position is available in an of our Houston offices!

Responsibilities

  • Manage construction of public infrastructure projects, including water/wastewater, drainage, utilities, roadway, and flood control improvements.
  • Lead contractor coordination, construction inspection, QA/QC, and overall project delivery.
  • Administer contracts and review pay applications, change orders, schedules, and claims.
  • Partner with Fort Bend County, Harris County, City of Houston, MUDs, and other public agencies.
  • Monitor budgets, schedules, project risks, and funding requirements.
  • Coordinate utilities, permitting, right-of-way, environmental requirements, and regulatory approvals.
  • Lead progress meetings and serve as a key point of contact for clients, contractors, agencies, and the public.
  • Identify challenges early and develop solutions that keep projects moving.
  • Drive successful project closeout, final inspections, documentation, and agency acceptance.

Qualifications

  • Bachelor’s degree in Civil Engineering, Engineering Technology, Construction Management, or related field.
  • 5+ years of experience managing civil construction or public infrastructure projects.
  • Strong understanding of civil construction, utilities, drainage, roadway, and flood control projects.
  • Experience working with local, county, or state agencies and public-sector contracts.
  • Knowledge of contract administration, public procurement, budgets, schedules, and QA/QC.
  • Strong communication and relationship-building skills with the ability to work effectively with contractors, consultants, agencies, and stakeholders.

Nice to Have

  • Texas PE, CCM, or PMP certification.
  • Experience with state- or federally funded projects.
  • Familiarity with USACE, TCEQ, OSHA, and other applicable regulatory requirements.
